It looks like your PC is set to boot from hard disk first that is why it is reading the corrupt boot sector. After powering ON, press Del or F2 to enter BIOS menu. Go to Advanced BIOS Features. Make you CD drive as first boot device. Insert your installation CD. Save and exit. PC will restart and boot from the CD and proceed w/ the installation process.

Put the windows disk in, and as you restart your pc press an f key, this is different for different pc's, for mine, F12 gives me a boot menu. I use the arrow keys to select boot from cd rom drive.
And then follow the prosedures that windows says.

You then get a choice if you want to try and repair current windows, or install a new windows.

Try repair first, to see if it can fix the corrupt file, if not install the OS new. Create a partition if you want to keep the existing HDD just incase you may find out how to fix it in the future.

Before you reinstall try repairing it. Use the OS disk and click through to the option to repair and give that a try. A lot of times a single file may get corrupted and there may be no need to go through the trouble of formatting and reinstalling a whole OS.

Format the hard disk first ... then install the OS on a fresh new empty Partition

To avoid possible damage, have it installed by an expert.
