In all offices where administrative functions are carried on especially Central and State Government Offices it is the practice to keep all the papers and records in flat files or folders which bear red and blue tapes by their sides to keep the papers and the flat pad tied and kept together to ensure they are not misplaced. It is also the practice to keep the blue tape on top visibly for papers which are dealt with and cleared and ready to be disposed of for further actions at the appropriate level. Papers for wlhich action is not clear, either doubtful or for other reasons are tied and kept red tape on top visibly. Due to non clearance either due to lack of knowledge of the rules and regulatlions, lack of responsibility, or expectation of gifts or money the so called red taped files do not move quickly . They pile up to a level when even some decision is arriv ed and respectiv e file is summoned, it will be very difficult to bring them back from piled up area. Naturally, this will delay the expected event, project being reaching the concerned individual or the public and ultimately loss of time and energy . The delay costs so much loss that even governments feel unbeara ble. This phenomena is known as red tapism. Better to understand it as sleeping over the issues.

In past centuries, legal and govt documents were often bound in red ribbons with a formal seal. Having to spend time dealing with massive amounts of paperwork became known as having do cut through all the red tape on those documents.

Over time, as the format of the documents changed, the term remained in common usage -- red tape refers to excessive govt regulation or excessive paperwork requirements.

Red-tapism would theoretically be a political model that advocates lots of excessive paperwork requirements.

I think you're referring to a high occurrence of red tape. What are the disadvantages? Too rigid, too bureaucratic, stifling of development and individuality, narrowness of application, inhuman and machinelike, time-consuming, expensive.

Red tape is the colour of binding tape of the Government files in which the papers are kept tied up. The word is used for delay in moving the papers in Government Departments.

It is an excuse given by lazy people who do not want to work or are corrupt to delay work.
