You need to call social services, but honestly, the girl is an adult now, outside of being grossly taboo, unless this girl initiates anything I can't imagine what anyone else can do. If the cops are coming out, are there no signs of abuse (marks) usually they still arrest the abuser if there's signs, and honestly, she's not a kid, she's 19, and if she's scared she needs to leave the home, surely knows someone she can stay with? Again, she's 19, she must not be too scared or she could press charges...

I am not sure about laws on other states. but I know something can be done about this. but if you are talking about laws for another country besides the United States I cannot say. but being you mentions she does not know how to speak English, makes me wander this.
and if you knew about this every since she was 4 years old, why is it you did not come out and tell people about this before? but wait 14 years later?
Sorry, but there is something wrong here. there are so much more you are not telling us. I feel nothing about this question. is on the level.

How about contacting Children Welfare? She is 19, not such a kid anymore. If she wants to be helped, she sure can do something about it. At 19 she can leave home and get a job or seek help from the police. It's a matter of whether she wants to or not.

wow, whoa, but i don't understand y these two ladies are putting up with this, i don't mean to be harsh but we are talking about two grown ups here, since they cant speak english well but u were able to understand her. That's how she should explained this to the authorities. I'm mean this has been going on for long it's high time these ladies did someting about it, Okay i'm not from the US but the little i know about it i think everybody has equal rights especial when it comes to abuse i mean they will be well taken care of and that loser should be locked in jail for years. this is really a complicated story i don't think you will be able to help neighbor.

Unfortunately, if the daughter is now 19, it is unlikely the police will become involved unless the daughter herself contacts them.
Your neighbour however does not need to stay in this unhealthy situation, and she (and the daughter) can contact a women's shelter for advice and information about what their rights are.
Depending on where you live, they may even have an interpreter available.

Child protective services should help, but the girl is 19 now. Unless she speaks up, it may be difficult to get this guy. I would call Child Protective Services anyway.

There really isn't anything you can do if she is of consenting age. But you should talk with the mother. I would have to say shame on her, she doesn't seem like a good mother if she let that go on for 15 years like that and especially still stayed with that man.

Marry the girl just to get her out of the house if you are concerned about her.Other then that their isn't a thing you can do.People would not believe just how much this goes on around the world and in your own back yarns.
