First, try using your anti virus program and scan your computer. When there is a virus then do something about it. But when there is none, maybe you're computer just needs a little organization.
Go to Settings -> Control Panel -> Add or Remove Programs then delete all the programs you don't use (or no longer use because you might've forgotten about it) or you don't need. Do the same to the files in your My Documents or somewhere you save your files most of the time. Go to Programs -> Accessories -> System Tools -> Disk Cleanup and clean every drive in your PC. After that, go to System Tools again and this time click on Disk Defragmenter and defrag every drive in your PC. (this may take a really long while)
That should help your computer run a little faster but if nothing changed then maybe you should go and see a programmer or something, I don't know what to call them but to someone who has a job for fixing computers.
ps. putmyballsinyourpocket's (or something) answer is what I usually do, too. It really slows down your computer when so many programs start at the same time. So, lessen those programs that automatically start when you open your PC or better yet, shut them all off and just open them one by one if you really need it.

Run anti virus and spyware scans to make sure there aren't any malicious programs on the computer causing issues. Another cause can be that way too many programs are loading when you start up the computer.
Go to Start then click run and type msconfig and click ok. On this window click the startup tab and the top. Anything checked will start when the computer turns on. Some of them are kind of obvious like msnmsngr is MSN Messenger and some are kind of vague. If you search for the abbreviation you can learn what program they are associated with and whether they are necessary for windows. When I checked mine the first time I found office programs were loading, all sorts of printer related programs, and cd burner stuff etc. These things aren't necessary and will load when the program is opened anyway.

One quick tweak if you want to free up a little RAM is to go under Control Panel>Sounds/Audio Devices and turn off all Window's sounds.
Window's keeps all of those sounds stored in the RAM for quick access.

Yeah go into control panel then get into internet options then go to settings then go to view files as see how many temp. e-files and cookies you have on your computer.
then got to edit and select all, then go to delete and delete them all.
Then go into your saved mail and start deleting everything you don't need. Also do the same with your sent mail and trash.
You also might have picked up a virus that your virus protection will not catch new virus on email ecard greeting cards. All you have to do to get it is click on it. You don't even have to open it. It that is the case about the only sure fire way to get rid of it is reformat your hard drive. (completely reformat np partitions)

Open task manager (ctrl+alt+del), click on the processes tab, and see what programs are running under your user.
If you're not sure what one is, google it and you'll definitely find what it is.
Once you found the virus, right click on the process and click end process. Then find the directory it was running from (search after the process name through your HDD) and delete the file(s).
