I think you have to define dream more. I think dreams could be art, but as long as they are still inside of you no. They are not art until they are expressed.

Yes it could be,you can dream something and paint it and you have your Art.. haha
But they can come true...How many times have you been doing something or standing somewhere.And get this werid feeling,(like a Rabbit running arcoss your grave) and you say Damn,I done this before....That is one of your Dreams....If not how in the Hell do you explain it........
