Actually a lot of the features you are talking about are a function of the browser,for instance if you install Firefox you can go to the tools tab,then options and privacy,then under history tick the box that says "remember what I enter in forms and the search bar"
Internet Explorer has a similar function under internet options,content,auto complete.
You do have to enable cookies for these features to work but it's a browser thing really.

Generally speaking, when you visit a website or when you sign in to a website a cookie is automatically dropped in a hidden file on your computer. However, not all websites do this, so you might have to fill out info again every so often.
