I am thinking of such a club in another big city, but would like some more information about how they run it ...

P1 (Damon Hill's) is the most relevant example, for those wondering what I am talking about

I expect Damon started with a few of his own cars and contacting his friends ... and maybe some donated their cars on a 'swap' basis .. and then he opened it up to the paying 'public' (at £12,000 a year :-) )

To start from scratch you will have to contact mfgs. of prestige cars and try to convince them to supply the vehicles to you on some sort of rental / hire contract (unless, of course, you have a few million ££ capital and can buy the cars outright) == remember, many prestige cars are produced in limited numbers and their can be very long (years) waiting lists so I expect you will have many rejections

Until you have 50 or 60 different cars available no one is going to want to 'sign up' and pay high charges .. but without the high charges you can't afford to maintain the cars .. 50 cars at £1000 service per year is going to cost £50,000 ...

My recommendation would be to start be setting up a Garage to service prestige vehicles .. with the contacts you generate you might be able to source cars from existing owners ..
