we probably need more conditions of the experiment in order to give a through answer. over all i would say that no, the majority of the time a bullet will easily penetrate a 6 pack and still have enough force to kill a person, even a .22 LR. i have never shot a .22 short, but it is very tiny and I'm still pretty sure that it would penetrate. in the cases of glancing blows to a can or hit from top down (in the thicker aluminum) i might be possible to deflect the round, but technically that would not be stopping the bullet. i definitely don't think that any jacketed round would not be stoped by a 6 pack. i would be t that you could shoot through 50 cans layed side by side in a row with any highpower non hollow point/ballistic tip round.

Yes. The person who has finished the six pack will undoubtedly become heroic and stupid, or angry and out of control, causing said police to shoot in self defense when six pack drinker brandishes a weapon., causing said bullet to be stopped.
