1. Windows 98 is primarily based on MS-DOS (though it is mostly a "boot loader".) Windows XP is based on the NT kernel. The NT kernel is considered to be more stable and secure, whereas MS-DOS was seen as faster and more compatible.

2. Windows 98 uses the FAT32 file system. Windows XP primarily uses the NTFS file system. Again, FAT32 is faster (for smaller volumes), NTFS is more secure. NTFS also supports far larger partition sizes and file sizes than FAT32.

3. Windows 98 had no true "division of powers". Any user could install software, or delete files. Windows XP has better access control.

4. Windows XP natively supports USB Flash drives and other "Mass Storage Devices." These devices were not around when Windows 98 was released, and Microsoft never added support for them later. Third-party drivers / apps are necessary to utilize such devices in Windows 98.

5. Windows XP includes a built-in firewall. Windows 98 has no such security feature.
