I believe that is a piece of adware. Download and run anti-virus and anti-adware software to get rid of it.

It sounds like some kind of spyware/adware. My advice is to download Spybot Search & Destroy. It deletes all of those kinds of programs. It is free and very easy to use. Go to: http://www.safer-networking.org/en/index.html to download.

Do a search on your computer for vgaknobsafe.exe

Delete it if you find it.
