Well, i dont really know the answer to this question, but inertia is when something is moving it will keep moving, or when something is at rest, it will stay at rest unless acted on by a resisting force. So applying that to the intellectual part, I would have to say that some people will keep thinking all the time, unless something stops them, and that some people will just stop trying to think, unless something forces them to.

I dont really think this is the best answer, but it might provide some clarification.

Well I would venture a guess that it is referring to the building upon new ideas and inventions. Take for example the thought to develop alternative fuels. Now people are out there taking other ideas and concepts and and moving them to the next level. As each person contributes to the idea it gets bigger and better. This continuous improvement would be considered intellectual inertia.
