Yes. Any photo-editing program can crop, shrink, or stretch your photo. Even MS Paint can do it (though not very well).
Yes, Paint Shop Pro should have a feature to resize your photos. You may have to look for it, though.

Just use paint. Go to Image stretch/skew, downsize to 50% and then save it.

yes go to paint then go to file open click on the photo thengo to image then stretch/skew n put how much biger u want it

i use paint.
go to paint
then go to
file...
press open.
double click the picture you
want...
then press
ctrl w
at the same time...
and i sugest typing 50 in the boxes.
you might have to repeat doing this.
