Any pet store should carry brine shrimp sets, as long as they have an aquatics area. Even Walmart carries them for small children's amusement, but those packets usually contain dye, so it's not advisable to use them for feeding fish.
You can also buy freeze dried brine shrimp from the Petco and Petsmart websites.
If you plan on hatching brine shrimp, this takes several days. To easily feed middle-water fish freeze dried brine shrimp, fill a small container with tank water and tap a small bit of brine shrimp into it. Stir with a finger and then dump in the water.
