a) nobody ever taught them any better
b) they think they are just following trends and don't really realize the impression their clothes are making
c) they want a quick and easy way to get attention from guys who are looking for a quick and easy kind of girl
d) they've gained weight (or a bra size) but are wearing an older shirt
e) they've gained weight and are in denial about their true size and are buying clothes in a smaller size than they actually fit into
f) some combo of the above

They are negatively influenced by "role models" as Britney Spears and Paris Hilton, who are known for wearing shirts that are "barely there" in public and in their videos. They are brainwashed into thinking it's the cool and hip fashion. Plus, it's a way for them to get noticed.
What these girls need to realize is that you can look cool and stylish, yet also cover up. Instead of reprimanding children for picking out sleazy clothes, they need to direct them to proper fashions. They can be found at their favourite retail store.

#1-they want attention because they dont get any and its always the wrong kind of attention..
#2-They are really confident with their body and they dont give a **** what other people think.

Well they dress like that to gat people to like them, or attract a male, or try to make themselves feel sexy (skanky) because they have no self esteem. They dont know that a man loves the secret behind the clothes. They have already seen to much of the skanky girls so wont be exciting to them.

To draw attention to themselves, so everyone can know that their there and there hot. They wont the spotlight to be on them and only them most of the times.

Sometimes because the girl may lack any confidence and she figures that she'll get her confidence back when guys like her. And of course, she'll end up attracting a bunch of guys who actually don't like her, they like her body.

They obviously don't agree with you that it's showing "too" much. And men love boobs- that's not new... and women usually like to feel attractive... that's nothing new, either.
