to get like a master's degree you have to be an undergraduate first?

Yes. You finish your bachelor's degree, then go on for a graduate degree (except in a few programs which combine the two, so that you start you master's program while finishing up your bachelor's degree). But in all cases you have to get well into your bachelor's degree to begin work on the master's, and no respectable school with admit you to a master's program until you are at the end of your bachelor's degree.

You go to an undergraduate university first, to work for your Bachelors Degree, and then you go to a graduate program to receive either your Masters or PhD, or both.

First you have to take the undergraduate program and achieve your Bachelors. Then you go to grad school for a Masters.
