I'm gonna say: even if you run off with the handcuffs, you will get charged with larceny. Yes, this is true.
Yeah - boring answer. I've gotten 2 violation notices today; I've got to keep my answers clean.

To answer your question in the order asked:
1. If your hands are cuffed behind your back how do you get them in front of you?
ANSWER: If your in decent shape, just squat down and put your feet through your arms. When the cops notice you doing this, most likely you'll be hog tied. Very uncomfortable.
2. Do police officers wear cups?
ANSWER: Very rare for a cop to wear a cup. But you can count on them wearing a Tazer, baton, pepper spray and a sidearm. It's a good chance, if you try to kick the cop in the nads, he'll light you up like a Xmas tree with the Tazer.
3. If I where to steal a police car what would be the penalty?
ANSWER: An all expense paid vacation to a state recreational, excuse me, correctional facility for a few years.

1) tell him you recently dislocated your shoulder and ask him if he would please cuff you in front (bells will go off in his head that ring---law suit!!

2) I never heard of one wearing cups...I bet they would be sweaty if they did and the bullet proof vests are bad enough. Just ask Officer Friendly.If he says yes, ask him if his cups are bullet proof too.
3.) Penaltys vary from state to state but it Depends who's car you stole--if you steal a squad car, Mayor's car, City Councilman"s car, or the car from a wal-mart associate of the month from their special front parking spot. I would say that you stand a good chance of getting the lethal injection.
