It sounds like your battery is dead. I would replace it just in case it can't hold a new charge because you wouldn't want to charge it then go out on the water, turn it off, then it not start again because of a dead battery and then you're stuck!!
Also I have a 2005 Yamaha Waverunner and it has a theft feature similar to a car's that has a lock and unlock button that won't allow it to start if it is locked!! I once had it locked and didn't know and it made the same sound as if the battery was dead. I'm not sure if they had those on a 1985 but i thought I would mention it just in case.

if your batt. is charged get a test light and check the starter relay. one of the big terminals should have power all the time and the other should light when you hit the button. if that is o.k. it is probably a bad starter.
