It would depend on the algae eater and the betta. Plecos would leave the adults alone, as would an otocinclus catfish. Whether the betta would leave the catfish alone is another question - most bettas are peaceful with other species (it's just with other bettas or fish that resemble bettas that they act aggressively). But some bettas don't accept any tankmates.
Chinese algae eaters don't eat algae all their lives, only as juveniles. Ad they get older, they tend to eat the slime coats of other fish, so I wouldn't use these at all.
If you're planning to breed bettas, you'll need to set up a spawning tank with no gravel, lower water level, and maybe just a few plants for a place for the female to hide. I wouldn't suggest keeping any other fish in the spawning tank, because the male will aggressively protect the nest. You also need to use minimal filtration (sponge filter), so this wouldn't be the best set-up for other fish.

It depends on the algae eaters. Otos, corydoras and bristlenose plecos should be ok and would not bother fry. Siamese and Chinese algae eaters can get nasty with any kind of fish as they get older as well as stop eating algae as they age anyways. Most other plecos would get too large to be in a tank with betta fry safely. Algae eating shrimp would probably be in danger from the betta(s).
You can keep any fish in a tank with a good sponge filter, so I don't know what Copperhead is talking about with that. I use sponge filters in all my community tanks.

Otocinclus algae eaters would be fine with a betta and its fry as they are very small and peaceful (I have kept them with my betta successfuly) and they stick to themselves and the algae. Plus they are vegetarians, not carniverous. I would stay away from plecostamuses though as these do become carniverous as they grow and of course they get very large too. I would not trust them with fry nor keep them with a betta.
