It's the cluster connections, there are 2 connectors on the back of your cluster, each with 10 pins (2x5).

You'll need to remove the cluster and make sure that all the pins are connecting properly to the plugs that the cluster connects to.

All that is really needed to do this is clean the pins, make sure none are bent, and reconnect it. Normally all the cluster needs is to be taken out and put back in to make the connections work again.

This is a very common thing with the 1st Gen Neon (95-99), however you don't indicate which generation Neon you have (2nd Gen is 2000-2005). This is less common in the 2000+ models, but can still happen.

This may be an Instrument Panel. Chrysler's have been having problems with them with most of their models. You most likely out of warranty and the panel alone is vary expensive. All depends on what kind of panel you have.

If not fixed, it can some day cause engine or transmission problems. This is when I usually see them and it turns out that the Panel shuts down all of the intercommunication between computers so one or more will just decide to quit until it can see the others. Sound strange and some people will not agree with me but I do these thing all the time.

Dodge Neons aren't worth fixing. You could do it yourself, you'd probably have to take the dashboard apart to get inside the instrument cluster housing, and that alone would take a couple hours labor.

Considering you know nothing about cars I'd suggest you just find a good mechanic.
Go to autozone.com or icarumba.com these site list mechanics in your area and offer other car tips.
