There are lots of Dell Repair Centers here in the Philippines. One of my choir members here is a Manager of Dell Repair Center. I will ask her if it's ok to give her cellphone number to you.

If it is not a hardware problem, I would suggest using Reimage. With Reimage you can fix all of your computer problems without a need to reformat/re-install and there is no need to take data back up too as it keeps all your data and programs intact. Reimage is an online PC repair solution that would repair your system within 30 minutes besides keeping all your data and programs intact. It is an all in one combination of antivirus, antispyware, registry cleaner and full PC repair. Reimage PC Repair uses a huge database or repository (which has over 25 million components) of system files to compare to those which are missing or corrupt on your system. And on a brief analysis it will make the necessary corrections making your PC as good as a freshly installed one, only with all your files still there.

dell only have call centers in philippines, they don't have authorized service center in phils. Some computer shop in the malls are import dell laptops and desktops by themself. If the unit is defective (under warranty), they sent back to the country where they imported; If after warranty, they repair by themself (e.g. reformat, change hard disk or memory, etc...) or sent to other service center for repair (e.g. LCD, inverter, motherboard, keyboard problems...).
There's a professional and award winning computer service center in binondo. (here's their website: http://pcclinic.com.ph )
My boss brought his dell laptop to gilmore last year, the technician said it need to replace the whole motherboard (estimated cost about P30,000.+ ) and they don't have stock available. So my boss try to find other service center in pcbuyers guide and he saw Pc Clinic, then brought his laptop there. The technician fix the laptop only by repair, no need to replace the board. and it's only cost my boss P1,100.
I know there are many computer shops or suppliers sent the unit to Pc Clinic if they cannot fix the problem.
They have a location map on their website: http://pcclinic.com.ph/map.htm

i don't know about Dell repair shops in particular, but there are a lot of computer repair shops that are authorized by dell to work on dell laptops. you can find out which ones are accredited by visiting the repair shops and looking at eh accreditation panels that they usually give.
just don't have any run off the mill repair shop try to fix it because dell is a bit sensitive. go to the nearest mall, preferably an ayala mall, and drop by the part of the mall filled with the computer shops. you're bound to find one that is reliable in there.
