Actually to make the neck lighter, I'll be sanding off the heavy and painted finish off of it and thought to help fretboard hand dexterity, I should reapply a certain amount of clear lacquer?

Well, to make things simple Laquer is laquer. there are no differences otherwise it is not laquer. Use the brushable laquer. Laquer is needed on there otherwise it will absorb moisture from the air and warp the neck.

This isn't going to make your neck much lighter, so if that's the intent, you are wasting your time. If the original neck was cleared, I would clear it again and the same if it was painted. Use polyurethane as a clear since it is more durable and will last longer unless you just like the feel of lacquer which can be quite smooth. Whenever you modify a neck on an instrument, be sure that's what you want to do. The feel may not be the same. If it's painted, you may have to sand it too much to get all of the paint out of the pores and will definitely make it feel different. If you paint it, use a good paint not something soft like enamel.
