Tracking the IP address would be a good start but it frequently changes for those who have dynamic IPs, such as for dialup accounts. Cookies are good for a brief time until they are deleted.
According to Yahoo! we as users are in control of reporting trolls for removal, at least for now. "In addition to our "background" efforts to take down point-gamers and trolls, we also made available to everyone the ability to block trolls."
When someone is deleted from Yahoo! Answers for abuse, their entire Yahoo! account is removed.
Section 15: TERMINATION
"Termination of your Yahoo! account includes (a) removal of access to all offerings within the Service, including but not limited to Yahoo! Mail, Groups, Messenger, Chat, Domains, Personals, Auctions, Message Boards, Greetings, Alerts and Games, (b) deletion of your password and all related information, files and content associated with or inside your account (or any part thereof), and (c) barring of further use of the Service."
Bottom Line: If someone posts inappropriate content, it is up to us as members in good standing, to report them.

IP tracking would probably not be effective, as the troll could just use a proxy site to get around the IP restriction. Also, people who use dial-up often have their IP address change every time they connect. If you lived in a large metropolitan area, there would be almost no way to tell who you are.
From what I have read, those who "violate community guidelines" have their entire ID deleted, including e-mail and chat privileges.

an ip address is as changeable as a yahoo id though.
you can never ban someone completely unless they have a static ip address, but those are in the minority.
even then there are thousands of proxy services out there so even the above paragraph doesn't necessarily apply.
when yahoo deletes a yahoo answers account, the whole thing goes - yahoo mail, messenger, flickr.com account (they're part of yahoo now), and every other yahoo service.

This is false, some internet providers offer static ip addresses to their subscribers that changes every so often.
As well, one could use a proxy server to 'mask' their real ip address on the internet. (ip:port=proxy) or use a site like 'hidemyass.com' (that's not a joke)
