Arm waving
This is seen in all Dragons contrary to what you may have read. It is a sign of submission. Basically what they are saying is "please calm down, I do not want trouble" or "you are the king and I am not worth the fuss." Most people believe that if you have two dragons in the same cage the one that waves is the female. This is not 100% accurate. I have seen the males wave to the females. When two males are within sight of eachother one will sometimes wave to the other.

My BD's usually wave when they are thinking of sprinting to the other side of the cage or even preceeding a movement in general. I was reading one of the bearded dragon care books and there was a side blurb in there that a nickname for BD's in Australia is "ta-ta lizard" because they look like they are waving at you. I think all of them do it. ...or you could give him a cloth and let him clean his own windows... :P

Yes it is the arm wave. Usually baby beardies do it to their BIG owners as a sign of submission, and also do it to male beardies as a sign of submission to dominance. Another sign you can lookout for is pushups. sometimes when my girl and guy are together she arm waves at him, but sometimes she does slow pushups, both are sign of submission.
