I am adding a second layer of shingles to my roof, and city codes states i have to install a ice guard, when installing the ice guard, do i need to remove the layer of shingles at the base of the roof, or can i lay the ice guard over existing shingles?

you can not just put ice guard on top of your existing shingles. the product is designed to have ice and snow lay on it behind your gutter, that is why it is 3 foot wide. if you just put on top then any ice and snow build up would be trapped under the ice barrier and your old shingles causing rotted plywood. so if you were to just strip of say 40 inches to put down the layer of ice barrier then you would have to put down one layer of new shingles to replace what you took off and then start your roofing.

Ice Guard Roofing

Why not go ahead and strip off the old roof? I have found that just adding a second layer will decrease the life of the new roof. That's why I have another, (3rd) roof on the house now. I also added the ice guard to the roof when I replaced the shingles this time.

I know it will cost more now, but if you can get more life out of the new roof, it may be worth it. good luck.

The ice and water shield should go directly on the roof sheathing. Applying it on top of existing shingles would be a waste of money, I doubt it would meet code, and would not follow the manufacturer's recommended installation...

lay over the shingles. Why underneath them when the ice will be ontop.
