I once bought some dehydrated water for the tank, but I couldn't figure out what to mix it with to use it.

There is actually a product called water wetter. It is used in racing engine cooling sometimes to lower the viscosity of the water. I would not recommend putting this in your tank, it will most likely kill everything in it.
