Lethargic, not eating, poor color. Water dragons need large cages, very clean pools, basking heat lamps set at correct temperatures, UVB lighting which is changed every 6 months, a variety of insects and plant material, vitamins. See this website for complete care info:

Well, if it doesn't move and there are flies hovering around it, then you can safely assume something is wrong.
