I'm not quite sure I understand your question.
If you are wanting to upgrade your room and pay for it, the easiest thing to do is do that before you leave. Once you are there it can be a little more difficult, especially if you have a package, special, etc. Also, some views sell out ahead of time, so if you really want that view you should change before you leave.
If you are hoping for a free upgrade, the best thing to do is ask when you get there. When you are checking in just ask if they have any room upgrades and they can let you know what they have available. It isn't always easy to get upgraded, but they do offer it sometimes when you ask. I don't know how often it happens at values at moderates, but I know the deluxe resorts do it quite often. I know people all the time getting upgraded to concierge rooms and things, I just had a friend get back and they got upgrade to the 3 bedroom suite at Saratoga and only had to pay for the 2 bedroom. It never hurts to ask.

You should only ask for an upgrade if your going to a pay the difference and of course if its available to begin with. The most common type of upgrade is to Concierge level or to a better room type such as Water View. Suites are often not available for upgrades. Keep in mind that upgraded will delay your checkin process because your reservation will need to be adjusted by the Room Operations Office in the back.
*You should not ask for a free upgrade, that is often only offered to guests for reasons such as overbooking, it should not be asked for by the guest. As a Front Desk Agent, I have often encountered many guests who have been upgraded before walk in expecting a free upgrade. It makes the guest appear very impolite and can make the job for the Front Desk person stressfull, especially since upgrades are handled by the Room Operations Office, not the Front Desk.

I do not know if you can upgrade resort room, I do know that you can stay at some of the 4 & 5 Stars resorts in Florida for as little as $298.00 for 8 Days 7 Nights not per person, but per room. go to www.paradise5000.org and you will see how amaizing this oportunity is...

Yes you can, we have done this many times. If you booked room only, all you have to do is pay the difference and amount due at check-in. I have never booked a package so I am not sure how that works. Think of it this way, Disney is always glad to take more money from you.
