It's just a joke. When we tell time and it's on the half-hour, we say that it's "half-past" whatever hour it is. So, when you ask some smart-*** what time it is and he replies something like "Half past a monkey's *** and quarter to his balls," he's just trying to be funny.
It's kind of like when someone asks you what time it is, but you aren't wearing a watch, you look at your wrist anyway and say, "It's just a hair past a freckle".

okay half passed the monkeys ***, well if his *** is 12 and balls are 6 think on a clock half way passed his *** is 6 o clock then the little hand being a quarter TILL his balls, if you then split the clock into Quarter increments is 15. and 15 min before his balls which are the 6 o clock position go back a quarter of the distance.. so to answer your question its 6:15
