You have to fill up a filter with water anyway, otherwise it won't start
Out of my experience, when there was water leaking from the suction area, I would usually take the filter apart again and put it back together, fill it up with water and plug it in, with that the seperate dripping would usually stop
What I also have done, was filling up my until there is only about an inch left from the water level to the tank end

hope that helps
Good luck

It's hard to tell why your filter is leaking without being able to see it. If there are any cracks or visible damage, I would take it back to the store with the receipt if this was something new.

As far as not working, you might not have the water level high enough. It needs to be above the bottom of the black "box" that holds the impeller that moves the water by about 1/2 inch. If the inpeller isn't in the water, it won't create enough of a suction to pull the water upward. I wouldn't try filling it further until you find the cause of the leak, though. If the housing is damaged, you don't want water to come into contact with anything electrical.

You have to pour water into the filter before starting ,it isn't good to run it dry.I would be more concerned about the leak,I would take it back or call the place you got it to ask them about it.
