No, I don't believe it is. It sounds like they are trying to make you quit by being annoying and creating a hostile work environment. I in the past worked at a "high end" store that sold marble and overpriced designer appliances like Sub Zero freezers and when they didn't want an employee that would qualify for unemployment if fired they just basically made working there hell for them until they walked out. They would take away all job duties, but write a person up for being late for example. One of my coworkers somehow endured half a year with absolutely nothing to do. It sounds good, but it’s humiliating because everyone around knows you have no responsibilities and it sort of makes the employee feel worthless. They even took away her desk for awhile. She would float from desk to desk, spending the day at the desk of whatever salesperson had the day off. Another coworker they actually took away his computer and sat him at an empty desk at the front of the store with nothing to do. I became paranoid when things got slow and thought it was happening to me and walked out, but they called me back. After half a year I quit for good. The man running that place I swear is a sociopath. I wouldn't be surprised in the least if I saw him on the news one day on a report about finding the heads of hookers in the trunk of his Bentley.
Anyway, what they are doing isn't right and you should contact your state labor board to see what course of action you might want to take. In addition, if they do fire you, don't sign anything. It’s a ploy to deny you your unemployment benefits.

It depends where you are, but here in California, if you and your boss sign an @will contract, you or he can terminate your business relationship using or taking anything as an excuse.
