Seriously. Think about it. If you took one of those bags of ice you can buy and dumped it on the sidewalk, while a police officer was driving, would it be considered littering?

zebj25: A photograph would qualify as evidence. I guarantee the officer could get a camera to the scene before the ice melted. He probably has one in the car. The officer's eye witness testimony is also evidence.

Well if the actual plastic bag was dumped along with the ice, then sure. But if you just slit open the bag, and dropped all the ice out, I don't think it would be. Buuut, he could charge you with reckless endangerment as someone could slip.

You could be creating a dangerous condition if someone were to come along and fall, so yes.

Yes and no. He could write you the summons and you would have to appear in court. However, he would have to collect the evidence, the ice and it would melt, and his evidence would be destroyed. You would still have to go to court, but you would probably not be convicted.

Yes, someone could walk by and slip and fall on it and hurt themselves. This question is common sense, how old are you?

no its not littering......creating a dangerous pathway is another story all together though
