Neither. One set of grandparents or the other with supervised visitation for the biological parents would be the best route. Foster home with supervised visits comes in second.
If it has to be one or the other parent, my vote goes to the husband-provided he is honestly reformed.

If it had to be a choice between the two, the child would have a better chance with the mom. Drug users can learn to control their habit. Just like an alcoholic a drug user is never cured but learns to over come the craving and develops self control. The child will give her incentive to work toward that goal. A child offender never learns control. The only way to control a sex offender is to castrate them, and even then that is not a full proof guarantee that they will not harm a child. Having a young child around him all the time, would trigger his perverted mind. I will probably get thumbs down for this statement. But I really don't care. If it were my grandchild and I had a son that was a sex offender, I would choose the mother who is working towards losing a drug habit over him any day.
I would stick close at hand in case mom or child needed my help. If mom had a relapse, then I would go to court for custody of my own grandchild.
