When picked, they appeared ripe, but since I wasn't ready to use, them I left them in a basket on the counter, out of the sun. Only one of them turned red, but why. Will this make it hotter, milder or not affect the "heat"?

it matured and ripened yes will be hotter as it should be

well, I suspect that particular one was riper than the others. If the others are ripe enough, they'll probably get at least a little red on them.

Fruit often ripens off the vine or tree. Think of the bananas that you buy with green tips that turn fully yellow, then brown-yellow. They're ripening. Tomatoes will sometimes fully ripen to orange when they're picked green... actually, they will often ripen if they are at the "white-green" stage. If they're dark green, they generally don't.

Many fruits will ripen to red (or their ripe color whatever that is) if you put them in a paper bag with an apple. The apple gives off ethylene gas (this is harmless!) that helps other fruit ripen. This is good to know if you want to eat that mango SOON and it's not ripe enough.

Red jalapenos are great to eat. They turned red because the seeds inside them are now ripe. You could slice open the pepper and save the seed to plant for next year. After scraping out the seed, you can still eat the red pepper.
