I have an anime picture I really like, but I'd like to change the color of the hair. How exactly do I do that? I've had photoshop for about 2 weeks now, but I'm still confused on how to change colors and tints.

An easy way to change color is:
1. Add a new layer and set the mode to color.
2. Select the color that you want.
3. Paint the color over the hair.
4. Flatten and save the image.

I suggest you use the help tutorials that Adobe offers.
Many users on here can give you a step by step but I'm not sure they will give us enough space to walk you through it.
It is time consuming. Many of us have had to trial and error to learn this software. Maybe you should start out with Adobe's PhotoDeluxe.
It isn't near as confusing, Or Photoshop Elements2

Click on the lasso tool in the toolbar and trace around the hair then click the edit tab and scroll down to color and adjust.

there are a number of "handles" you could pull in Photoshop to tint photographs. i individually like the forged old "curves" administration (under the image menu). in the adventure that your image is in RGB mode, decrease the blue content cloth in curves (the supplement of yellow). in the adventure that your image is in CMYK, enhance the yellow curve. i like curves because of the fact they're so versatile and you gets some astounding consequences and correction in case you know a thank you to apply them.
