Subs sink and condo's rise, don't think it will work.

Step 1: Get a submarine
Step 2: Apply for zoning variance to moor your sub somewhere.
Step 3: Apply for a building permit for the modifications.

Step 1 would probably be the easiest.

However, should you get through all three steps.. First I'd re-paint the interior... who wants to live with all that grey! Once you get done painting the interior, come back to Y! Answers for the next step.

You would first have to get congress to approve the spending to cover the study they need to see if a submarine could be converted and then set up a special zoning board to see if the city could allow this and then they would have to appropriate funds to do an impact study for the environment. and then they would have to open it up to the public and so on and so on, it can be done.
