First, you'll need to know how to program. Then you'll need to know a programming language. Seriously though, there are prerequisites before you can even think about creating anything even close to the likes of YouTube (Google wouldn't have paid billions of dollars for a site anyone could have made...)
There certainly are free flash applications out there that let you stream video/audio, but you'd still need the necessary know-how to getting it working with your site. You'd need a method of uploading files, a database for users, decent hosting (which can get REAL pricey - YouTube spend literally millions a month on their internet connection). I guess the short answer is, it isn't an easy thing to do, but something on a much smaller scale is possible - after all, everyone has to start somewhere. But there really is no magic bullet; if you know how to program websites (this is something very different than cobbling together existing chunks of code from other place - no cut-and-paste solutions here I'm afraid) then you can start to think about designing a site like it.

It is a very complicated process, hence the reason there are not a lot of sites out there as good as youtube. It is very possible to code a site like this, however it will take a lot of coding knowledge, and i recommend if you are having someone build this for you, do some research and find a company that can do everything you want. Don't settle for something especially if you are paying $500 for it. I recommend just telling them you want a site where people can upload and search for videos.

First, you will need to get some cash together.
We're talking enough cash togehter that you don't flinch when you get a $100 bill each month for your dedicated server hosting your customizedd script. Ummetered or unlimited banner is good, but you need a dedicated server for anything like this.
Second, check out http://www.sourceforge.net/ or http://www.freshmeat.net for software. There are scripts out there for the finding, but, unless it's going to be a private affair, you are going to exceed bandwidth allocations on most hosts. However, there's no shame in testing on a smaller, cheaper host to find out if it will work for you.
Even an old computer running LAMP would be enough to test.
There are times when asking certain kinds of questions is a sign that you aren't ready to proceed on your own. This is one of those times. Hire a programmer or at least collaborate.

youtube was successful because they built a HUGE infrastructure to support millions of users and multiple terabytes of storage. If you randomly allow people to upload videos, you will either 1) run out of space, or 2) go broke paying monthly fees for storage.
However, to answer your question, you need a web host, some programming skills (HTML, PHP, mySQL), and a lot of time.

You need alot of programming knowlage and alot of money, or u can use freewebs, becouse I think you can upload video there, but it still won't be a very good site.
