Is it true you waste more energy turning your ac on and off rather than leaving it on?

Yes, just turn it up higher when you're not going to be home or when it's not really needed for a few hours but keep it on. Here's why, it keep the moisture levels down so it's faster to cool when you do need it.

My husband is a ac mechanic and in a house thats insulated you do waste more energy turning on and off rather leaving it on

I've heard that is true. I know it's true for you heater, too. I guess when you keep turning it on and off it uses up more energy because each time you do that, it works harder to turn itself on and begin running again

Turn it down low where it will not come on as much during day.If it is completly off all day it will use more energy to cool a hot house down.

YUP! If done in short time periods.
If you turn it off all day, it takes longer to cool and will still use more energy.

Best to turn it low and leave on.
