I would confront the sister in law, ask her if she was aware of what she was exposing to your husband. If she acts innocent, just go along with it and tell her in a straight forward way that you will give her the benefit of the doubt this time, but if it happens again you will expose her actions to her husband.

Oops, I just noticed ladies only, but since I am here--- why did your husband mention it to you? Did he get a little thrill? Anyway ignore it, don't create a scandal over a little fun. And even a minister's wife is a normal human being.
