If you have any friends or relatives in Dubai ask them to arrange a visit visa for you. Otherwise contact the Emirates airlines office in your country, they will assist you to obtain a visit visa with one condition, your return flight must be on Emirates.

you won't get a UAE visa from the embassy. you need to have a sponsor from UAE.
if you are going strictly for vacation, maybe the hotel where you are staying can arrange it for you.
if you are planning to stay and work, this is an illegal way although used by thousands of Filipinos. just keep in mind that the minimum age for Filipinas to work in UAE is now 25.
