No, you are far from being done growing, and maxing out has nothing to do with it. If you lift a lot when you are young, you won't be as tall as you would be naturally, but you won't be much shorter than it. At 13, you really shouldn't even be worrying about lifting weights yet. Lift them slowly for a couple of years, then once your older and your body is more developed, start working out more and with more weight. You've still got a goof 5-8 years worth of growing in you, so don't worry bro!

i heard that lifting weights at a young age affects everyones growth but normally guys dont stop growing until they're 21. can you believe that? im jealous

No, you should not be done growing yet. Most guys grow until they are 17 or 18.
