You can take pictures of people in public. However, if you use them commercially (like in advertisements), you should be prepared to pay them tor the use of their likeness.

I have a brother who is a professional photographer. I have heard him say that he cannot take a picture of someones face without permission. Of their back is alright. (to publicize)
