The fluid level changes when the car is off. You will not get an accurate level.

it is necessary to have the auto/trans hot and in idle so the pump is running and the a/t fluid is evenly distributed in the a/t case --- and not cold and only in the bottom of the a/t case. .. . the fluid when warm does expand and it is the manufacturer design to be checked when hot ... if you overfill the a/t it will cause undue pressure on the seals and since the fluid at over full has no room to expand this is what will cause the a/t to blow the seals and thus quit it's service to your automobile....

Standard trans are checked for fluid level engine off and filled to the point of over flowing at the fill plug.

This is done with the engine off. For most cars, you have to get under the car and remove the fill plug with a wrench. Stick your finger in and feel for fluid. If you can feel fluid on the tip of your finger, it's probably OK. Again, as above, note the color of the fluid and consult your owner's manual for exact procedures and service interval.

the transmission pump isnt operating with the engine off, when the engine is running the pump is running and pushing fluid through the transmission, so the level in the sump will be lower, and when you shut it off flow stops and some of the fluid returns back into the pan making the level higher.

To make sure that the levels are up to check the level of the Transmission Fluid. More detail...Because Transmission fluid is thick and running the engine makes it more thin, and also brings it up to the surface for more accurate reading.

you have to run the engine so that the fluid that is in the torque converter will move with all the other fluid just sitting in the transmission (ie Gears) that is why you check it running.

The dipstick will read over full if checked without the engine running. This is because the torque converter will not be full without the centrifugal force of it spinning.
