It can't.
If America lets down its guard: American people can continue to enjoy freedom, but the country remains vulnerable to attack.
If America clamps down: the country might prevent an attack, but at the price of people's freedom and privacy.
The question is whether the Americans are willing to give up their freedom (what makes them American) in exchange for the government's promise to protect them.
It's a lose-lose proposition.

Essentially, by pursuing a short term strategy of destroying immediate threats, and a long term strategy of supporting moderate reforms and human rights throughout the Muslim world. It's a matter of will for us, and a matter of time before we are victorious over Islamic extremists if we prevail.

You cannot "win" over "terrorism"; all you can do is keep an eye out for current plots and clean up afterwards if you fail to stop one.
You *can* refuse to live in fear, though, and you *can* choose not to limit your citizens' freedoms. Those are the only victories possible.

where do you get your "we against them" ideology?
It appears that terorrism is more than just the enemy of isreal and USA. Even muslim countries are running educational campaigns t fight terrorist ideologies.
And teaching younger people the reality of terror, like we do in the united stated against street gangs is the only solution that appears to be winning.

Stop murdering innocent Palestinian people and taking their land by force. Stop funding horrible oppressive government regimes in the region. Stop bombing islamic countries that never attacked the U.S (such as Iraq and Iran). Stop funding torture and approving torture from these oppressive countries that the U.S funds. Stop approving everything that Israel does especially when it is woefully against our own self interest as American citizens. You can attract more bees with honey than you can with vinegar.
