It is not the property management co that requires you to give a second set of keys it is the legal documents (contract) that (you?) as the unit owner signed at the time you purchased the unit that requires you to provide a set of keys to the management co. If you do not, and there are any emergencies - flood, fire etc. that entails access to your apartment you could be held monetarily and legally responsible for any damage.

A Property Managment company normally gets the keys from the Condo's owners. If you own the Condo, then yes, you will probably have to provide it to them. Just have your lawyer draw up a document to hold them responsible for everything in your place, and for theft, etc. that they have to sign before receiving your keys. If you are renting, then no, you dont give it to them, the Condo's owners have to do so, and you need to make sure your insurance policy covers theft and damage done by 3rd parties to your stuff.
