The seller states:
"YOU MUST TAKE IT TO YOUR AT&T STORE OR PROVIDER TO ACTIVATE IT."

It's risky to buy things like SIM cards off of eBay. There's no way to know if it's been activated or not until you call the provider to activate it for you.

That being said, if you have a phone already and this SIM card, I suppose you could set up a plan for month to month with no contract. If you do not have a phone already with AT&T.. you will have to sign a contract anyway for a new phone and plan, and they give you a SIM card with your phone. There is no deposit for activating a SIM card itself.

If you already have a cell phone, contract and plan and you just needed to buy a new SIM card to replace your old one, then no, theres no extended contract or deposit to activate it. Just be careful of who you're buying it from.

If you don't currently have a contract it will do nothing for you. And if you go to AT&T/Cingular to sign up for a new contract, they will most likely give you one anyway when you sign up and get your phone.

When you do get signed up for your service, check out my ebay store at http://stores.ebay.com/thecelldepot if you're looking for accessories. We have everything from cases, chargers, batteries, protective cases, data cables, and more that you may find useful and you will save a lot of money rather than buying it directly from your service provider.
