If you have a Super WalMart or Target store nearby, they should carry it. I get mine at WalMart, it's what they have as the self-serve "Culligan water" dispensers. This is about $0.25-$0.33 per gallon (price varies around the country), once you buy the refillable container.
You can buy a unit you can use at home, but these tend to use a lot of water - about 8-9 gallons for about every gallon of RO water produced.
You shouldn't use distilled water, as it has all minerals removed from it. Even the RO process removes some beneficial minerals such as calcium and magnesium, so this affects your buffering capacity as well as pH. If you're only keeping fish, this may not be as big of a concern, but if you have inverts, it's best to use a mineral replacement such as Osmoprep to put back the beneficial elements.

The generic WalMart brand "Drinking Water" (green cap) is RO water. Read the label, you'll see.
I would think NYC would have a WalMart or 2.
Barring that, you can get distilled water.
Also, most grocery stores and Super WalMarts have the type of water where you fill empty gallons at a machine. This is RO water, BUT I have seen these machines not properly maintained and having water containing nitrites and nitrates!
Use a 5-in-1 test strip and test before buying to be sure!
Edit -- if you decide to get an RO machine, thatpetplace.com is a reputable online resource with great prices on most stuff.

I can't find anything in BK, but you can go over the GW to NJ and visit Absolutly Fish in Clifton. There isn't any walmarts in the five boroughs though so Walmart is out. I think there may still be some K Marts there. I just don't know and LFS's in NYC off the top of my head, but I can tell you the set up at AF is one of the biggest on the whole East Coast.

It will say on the outside of the machine whether or not its R.O. filtered. Don't forget your buffers as the water by itself is not safe for fish at all. Kent's R.O.Right and Kent's Neutral Controller is what I use and have not had a problem keeping Ph stable.

I dont know where to buy, but did you know you can get
a good under the sink RO, with a storage tank for
around $150.00-$200.00.
Might pay off if you use a lot.

most FISH (and i do mean just fish, not like petco or petsmart or something) stores will sell RO/DI water much cheater than walmart and such.
about 50c a gallon for FW and some stores will premix salt into it for $1 gallon.
