Present your mom with the positives of hosting a student - exposure to another language/culture on a personal level. Make a friend. Help educate someone about the real America - not the one people see in our TV and movies. Likewise, you'll get to know someone from another country, as opposed to whatever you see on TV or in the movies about their country.
There are many different programs available - some of which actually provide the family with a small stipend to help defray costs of hosting a student. There are also differing lengths - from weekend stays to an entire year - so this needn't be a longterm commitment.
I would, however, still recommend going overseas for you too. You cannot imagine how much you will learn and how much it will change you.

Here are some suggestions;
Pick a subject in school you aren't doing well in and somehow link a foreign student as a tutor or study partner or something and then... this is important... study the subject and get better! Maybe try showing her you're serious and committed to the idea (and responsibility) of having a student come live. Maybe take some steps towards learning the basics of their
language or something. Also, ,get all the info together (from your school counselor?) and have the answers before you ask your Mom again. This will impress the **** out of her. Be ready to pull out fliers telling what the student's parents are responsible for $ wise etc.,, or what the school will reimburse your family or whatever. The more prepared, the more impressed she'll be. Oh yeah, let her ask some of the questions you have the answers to, don't blurt it all out at once. Makes you sound disparate and puts you at an immediate advantage. If it works and you get your visitor, just follow through on whatever it was YOU promised and next year it won't even be an issue. depends on how old you are....if she sais no - get a job, save money and then take off as soon as you are 18!
going abroad was the best thing that ever happened to me and i learned many languages doing it. i even got better jobs for being experienced in travelling, languages, being obviously able to take care of myself and handling things by myseelf...those could be good arguments to tell your mom too!
those were the reasons why my mom pushed me into leaving and seeing something else when i was 16! very clever mom! it most have scared the hell out of her, but shhe did it....be patient with your mom, she might only be scared....
if you want to have a student over give your mom all the papers you would get from an organisation that deals with this stuff! get her to talk to those people too!
i used to make money having student at my flat - maybe that is a good trigger ;o)

I can only tell you that it can be a wonderful experience and an opportunity to learn a great deal, first hand about the culture of a foreign country.
These students are usually from very well to do families and are polite and trustworthy.
Did that with two boys from Sicily.

First off how old are you? If I was your mom, I wouldnt let you go till your 15, unless your uber responsible, i would say 14.
Its hard, but try to be a suck-up to your mom. Offer to pay for a few things, clean up more often WITH OUT (most important part) her telling you to, show her that you can make it on your own, and make sure where ever you go, you know there laungage.

Since your mom is the one who'll be paying the extra money to host (groceries, gas, utilities) and dealing with the stress of another teen in her house, if she doesn't want the responsibility, then leave the poor woman alone!
And to host because you want a friend is a TERRIBLE reason to do it.
