interesting question but I'd have to say no...there was so much money to be made in the Northern cities after Prohibition that there would have been no need......as an example, the Kennedy fortune was based on liquor sales right after Prohibition

No - Prohibition was an entirely different animal. Bootlegging was one of the earliest manifestations of Organized Crime. Going down South would be far more work for so little reward. The Mob (Irish, Italian, Jewish you name one) just switched gears and put more effort into gambling, prostitution, hijacking and, eventually, drugs.
Yes - Joe Kennedy made a fortune running whisky from Canada. A LOT of the 500 did. That's the foundation upon which their fortunes were (are) built.
