I'm pretty sure that Sheryl Leach (creator of the series) probably had some LSD-laced fries at a McDonalds in Greenwich Village, which led to her experiencing Grimace in a whole new light. Thus was born Barney the purple dinosaur.
COMMENTARY: There has been an extraordinary amount of criticism about Barney for its lack of educational value.
I would point out that small children NEED programming that is oversimplified and takes just a few key phrases and repeats them ad infinitum in order to drill them into the minds of the target audience. So please...leave Rush Limbaugh alone!

Hm..I never thought about that before. I suppose it comes down to which came out first.
Although, it doesn't really matter to me. Both creep me out.
