Like, Theoretically, if someone started working on a cyborg, on the basic components of a cyborg in their home, and did not live near a university, what could they do to improve and develop it better?
Websites, links on electronic circuitry, robotics history, resources, universities that specialize in this, models and studies done, etc???

One basic component that you don't need a university for is a volunteer. A cyborg is, by definition, part machine and part human.

You could use a few old computer microprocessors, (found in about every garage or basement anymore) and hook them up to do parallel programming for a more powerful brain.

I don't know anything else to add.
